Powers and Abilities:
- Power Molecular/ Electrical Manipulation: Li possesses the ability to generate and discharge electricity from his body through conductive media (i.e. he must be touching the media and cannot discharge the electricity, such as water or metal, not air or concrete), and can either discharge an amount comparable to a stun gun to simply incapacitate opponents or generate enough power to short out an entire city block by simply touching a wire connected to the city power grid, all within a fraction of a second. The power is more than simple electric shocks, however - it has the potential to alter matter on the quantum level, similar to how humans become mutants. This aspect of his ability can easily render machines and devices dependant on specific particles for their operation useless, and when used it would render the concept of stealth useless since it would cause the entire area to glow a soft neon blue as his ability alters the surrounding particles. Given enough time to develop and this particular aspect of his power, it could very well be able to alter the mutations of others, although the effects would likely be only temporary and the exact changes completely random. Marked by the entire area of effect glowing with a soft blue light, with the silhouettes of the individuals within the area a much more pronounced neon blue similar to the glow Hei usually gives off when using his primary ability, this aspect of his power is capable of altering any and all matter within range of this power in a similar manner to how humans change into mutants, and was expanded to roughly 125 meters around Hei the third time he used it. This ability can be spontaneously activated if Hei uses his power when in a compromised emotional state, or when he is drawing on his power in a way that forces it to exceed its normal boundaries. Li can use the primary aspect of his ability as often as he wants, and the ability can work with all possible ranges as long as he has a conductive substance to channel it through. As long as an object is a conductor of electricity Li's power can be passed through it, making indirect attacks possible. Li's mutant powers are especially useful because of his amazing agility, speed, endurance, dexterity, and natural strength. Another limiting factor is that he cannot directly influence already existing electrical currents and charges. While he has complete control over the power, duration and direction of the electricity he generates himself, he cannot control what is already there - if he wishes to do so, the only way he can is through generating electricity himself to attempt to disrupt or augment the existing charge or current.
- Subskill one: Electrokinesis - Hei is able to generate anything from a simple, harmless jolt to enough electricity to blow out the power grid of several city blocks, all within a fraction of a second. He is unable to directly control electric currents and charges that are naturally occurring, however. This ability can be channeled through any conductive substance without limit to the range, power or duration of the technique, but it cannot be discharged through nonconductive surfaces such as air or concrete. Hei has complete control over the electricity he generates, and is able to control exactly where it goes. While normally immune to his own shocks, Hei can deliberately turn the power back on himself with enough concentration, and he is still susceptible to the electric attacks of others, although he is fairly resistant compared to normal humans.
Skills:
- Skill one: Peak Athlete: Trained from a young age to be capable of fighting other mutants before his own powers ever manifested, Li is for all intensive purposes a borderline super athlete, capable of dizzying acrobatics which are further aided by his personalized gear. While still only human, Li has also demonstrated remarkable strength and stamina for his size, easily able to carry object his own weight and size without noticeably slowing down, and able to keep fighting for hours at a time. For all his skill, strength and stamina, however, Hei is only human, and as such is vulnerable to any attack or influence that would kill a normal human.
- Skill two: Assassin: Due to the nature of the work he did prior to leaving China, Li is extremely adept as an assassin, and even without his powers he is a formidable combatant. While his primary weapons are his cables and knives combined with his powers, Li is perfectly capable of picking up most firearms and melee weapons and using them with some degree of proficiency, and is easily capable of killing most opponents with his bare hands.

Standing at 5' 9" and of lean build, Li isn't the kind of person who would normally attract attention, although part of that is through deliberate management of his image. While he often doesn't appear to be so thanks to his choices in clothing (long sleeved casual and business shirts/ slacks or jeans when off the job, and black long sleeved shirt, slacks, shoes, gloves and long coat when working), he is very well muscled, although much of it is whip cord rather than bulk. He also sports an astonishing number of scars along hi back and torso, a few being testament to some close calls during his previous life but most of them gained during the ambush that took his sister's life. Li's hair is black and worn short but slightly unkempt, and his eyes are a very dark blue, and tend to have a slightly flat look to them. When he's using his power, his outline glows bright blue.
Personality:Li has had two diverging identities. One is Li Shien, the good natured, timid Chinese boy who tries to help others but otherwise generally keeps to himself, the person Li was before as a child. The other is the Reaper, a ruthless, calculating assassin, who will sooner kill you than shake your hand. Li's behavior and reactions are strange considering his upbringing, which taught him to evaluate things through logic based on a gain vs. cost basis, letting his emotions dictate his course of action just as often as he would logic. This makes him somewhat enigmatic to his employers and many other people he encounters. He displays a deep love for his sister, Pai, who was killed during a covert mission gone sour, and he is easily influenced by stimuli related to her. Finally, there is Li's prodigious appetite - never allow him to order whatever he wants in a restaurant if you're treating him to a meal, or he will empty your wallet then and there.
History:Born in China with his sister, Li and Pai never truly knew their parents. That isn't to say they never met them - Li and his sister simply never spent enough time with them to be able to remember who they were when the Chinese government abducted them. Born to simple rice farmers in the rural hills of China, Li and Pai would have been destined to follow in their parents' paths as farmers had Pai's powers, something which neither of their parents or previous ancestors had exhibited manifested at the extremely young age of four, immediately drawing attention from the Chinese government as word began to spread among the farmers of the area of a girl capable of generating and controlling electricity, although Pai herself had very little control over said powers. Already aware of the western governments' experiments with mutants as well as the concept of using them as government trained operatives, the Chinese government had already begun establishing an agency of their own when Pai was discovered. Deciding that she showed a high degree of potential due to the age at which she'd "awakened", they immediately moved in to take her for themselves, abducting Li along with her on the off chance that he proved to harbor similar dormant abilities.
From there on their lives changed, yet two more casualties of the tensions between China and its neighbors. Unwilling to simply dispose of Li should he show potential at a later time and fully aware of how easily they might lose Pai's cooperation should he be harmed, they instead began training him at the age of six, attempting to indoctrinate him rather than brainwash him. While he was only a child at the time, Li wasn't stupid - he knew full well that they viewed both him and his sister as little more than tools to be used, and rather than rebel when it would be futile, he instead complied with them, seemingly accepting the indoctrination if only for his sister's sake. As the years passed Li and Pai were forged into living weapons, and despite his still dormant abilities he was still able to keep up with his sister in combat by the age of fourteen, which in and of itself was the only thing keeping him alive by that point.
While the Cold War was technically long since over by then, China still had use for operatives such as the ones Pai and Li had become, and from that point on they were used as assassins, saboteurs, spies and commandos, the experiences gained from each mission further warping Li from the kind child he had once been into a ruthlessly efficient assassin, earning him the codename "Reaper" thanks to his almost inhuman killing ability despite still being only human, the name itself becoming synonymous with an almost supernatural fear in the world of intrigue and politics. Life would continue on as such for Li and Pai until their assignments began to shift more towards "internal affairs", with Pai and Li performing their work on more familiar ground within their own country. This would eventually prove to be their undoing when they were sent to silence the former lead administrator of the very project that had molded them into what they were when the government learned of his planned defection to the United States. Tipped off in advance of his would be assassination and already knowledgeable in regards to Pai and Li's capabilities, the man set a trap for his assassins - the siblings, not aware that their target had been given advance warning, fell right into it. Pai was killed, and in his rage Li's own power, identical to his sister's but augmented by his unique combat training, finally awakened at the age of seventeen, allowing him to kill his ambushers and the target he'd been assigned to kill. Fleeing from the scene with his sister's body, Li left China, blaming the agency they'd worked for so long for his sister's death. Giving his sister a proper burial, Li briefly returned to the building that housed the agency only to destroy as many of the records as he could, thus ensuring that it would no longer be able to repeat what it had done with him and his sister as well as destroying what information they had on him, making his recapture or assassination a near impossibility thanks to the organization keeping itself contained as a cell. Striking out on his own but unsure of what to do without someone giving him orders, Li simply continued to do what he knew best, using his old codename to work as a mercenary and assassin for anyone who could pay him enough. While interested in the sudden rise in tensions in the United States between mutants and the government enough to warrant moving to the country under an alias, Li soon decided after the political turmoil didn't concern him - the only people who knew he was a mutant were dead, and the rest of the world knew him as a normal albeit extremely skilled human. Either way he would win out in the end - he'd simply work for the side that won, and in the meantime he'd choose neither side unless they decided to pay him or offer him some other incentive.
Inventory:Although Li carries whatever he needs to in order to complete any given mission, be it explosives, electronic surveillance gear or other equipment, there are several personal effects that he is almost never seen without while on a job.
- Two dual pronged knives: The knives have clips on the pommels that allow Li to attach his cables to them, making them multipurpose throwing weapons, grappling hooks as well as being useful in a variety of other situations.
Picture of knives. *clicky*- Two lengths of cable with custom caribiners on the leading ends, stored in miniature winches attached to Li's belt. The winches themselves are capable of lifting a single grown man quite easily, but cannot support the weight of two people at a time. He is capable of using the cables to effortlessly move around almost any environment, and can also channel his power through them for quick and easy kills. The cables have custom made caribiners on the leading ends, allowing Li to effectively lasso the cables around anchoring points for his acrobatics or helpless victims.
- A black long coat of unknown material, and when combined with Li's power it becomes virtually bulletproof, easily capable of deflecting anything from small caliber pistol rounds to midsized rifle rounds. Armor piercing rounds are still capable of punching through, however, as are several mutant abilities.
- A white mask used to hide his identity on jobs, a precaution taken for the sole purpose of evading any Chinese operatives still looking for him.
